Abstract Various interpretations and explorations, from different perspectives, could be provided on One Belt One Road Initiative. In the perspective of international law, One Belt One Road Initiative can be regarded as a new exploration of the Chinese government and Chinese people in the field of international rule of law based upon new thinking and creative approaches. It demonstrates that China has changed the traditional thinking of passive coping in the field of international legal system, and tried to form an active and motivating thinking. At the same time, instead of setting up new international organizations, One Belt One Road Initiative will go along with the existing rules and institutions. It means China will adhere to the approach of “crossing the river by feeling the stones” which proves to be effective during the reform and opening, and that China will launch a “nonsystematic” exploration. With regard to specific content of One Belt One Road Initiative, China will promote a new culture of international relations, which is characterized by the fact that the traditional logic of “strength deciding gains” should be reformed, and sovereignty and internal affairs of relevant states should be fully respected. In this way, China may create an international legal culture to promote friendly transaction, mutual benefit, and winwin game among states.
