Research on Prompt Release of the International Tribunal for the Law of the Sea

Abstract
Since the establishment of the International Tribunal for the Law of the Sea (ITLOS), there have been nine cases related to prompt release process, six of which were sentenced that the defendant coastal states should prompt release the detained vessels and crews, so as to effectively solve the disputes between coastal states and flag states. Because the rules on prompt release under the United Nations Convention on the Law of the Sea are vague, and the tribunal is inconsistent on the judgement standard of the rationality of bond security and the substantive examination problem, it fails to form customary law in the practice field of prompt release. It can be determined that the judicial practice of the tribunal has played a positive role to perfect the related legal system of coastal countries. In order to maintain our marine rights, China should timely modify and improve the assistance system and solve the problem of bond security of prompt release, when Chinese fishermen are detained by foreign law enforcement.
Research on Influential Factors of Marine Law Enforcement——From the Perspective of Natural Environment

Abstract
Marine law enforcement is one kind of administrative law enforcement. Compared with the law enforcement on land, it is carried out in specific marine natural environment, which greatly increases its complexity and risk. The research on influential factors of marine law enforcement based on the specific marine natural environment will help to grasp the orientation and key emphasis in the construction of marine law enforcement forces. Based on the analysis of influential factors in marine law enforcement and the further discussion of related natural factors, a natural environment evaluation index system of marine law enforcement is built. The above research shows that the “marine law enforcement-natural environment” system is a complex giant system. Moreover, the influence of natural factors on the marine law enforcement is multidimensional, static and correlative. With the increasing fast construction of marine law enforcement forces in China, we should take the natural environment factors into consideration, which will be helpful to build our country into a marine powerful nation.

Abstract
International Economy Interdependence (IEI) has been an important research topic of international cooperation. Keohane and Nye have constructed Neoliberal Institutionalism and pushed the theory of interdependence to the peak, by using the concepts of sensitivity and vulnerability. However, later scholars have less studied on sensitivity and vulnerability. In fact, there is certain link between sensitivity and vulnerability. We can make further understanding of the two concepts by introducting maintenance cost and exit cost, and then explore the relationship and rules between them. The two concepts will affect a countrys strategic decisions, and ultimately the development of the bilateral economic interdependence. This research has some help to analyze and understand the relations of the Sino-ASEAN economic interdependence, and can bring some enlightenment for the future development of the bilateral relations.

Abstract
The end of the World War I was the watershed from which the United States began to compete for the world hegemony. In order to challenge the Europecentered system which was dominated by Great Britain, U.S. chose to re-construct European equipoise. Through the support and appeasement to the defeated Germany from political, economic and military aspects, U.S. quickly changed it into a check and a direct challenger toward Great Britain. Adversely, American blind connivance had made bad consequences: the rapid expansion of the German fascist launched the World War II, which caused a great disaster to the global civilization. Now, U.S. has yet to learn the lessons of history, continuing to adhere to its inherent hegemonic logic and repeat the same tactic. It chooses to indulge defeated Japan to contain China in East Asia. However, this policy can only lead to holding the candle to the devil and drawing fire against itself.
The Reflection of the Comparison of American and British Balance Strategy and Chinas Counter Strategies

Abstract
British “continental balance of power”policy and U.S. rebalancing strategy not only refer to the common origins, but also have many different elements. From the point of geopolitics, the British intends to control the European continent through sea power; the US attempts to hold the Asia-Pacific area with its rebalancing. From the point of the goal of their strategies, the British intends to maintain its own security;on the other hand,the US intends to keep its leading role in the area. From the point of the means of balancing, Great Britain mainly adopts military means; the US uses military, economic and various other means such as “rules”. Compared to UK, U.S. balance strategy presents new characteristics. According to these characteristics, China should determine the basic ideas of counter-balance:  make flexible counters according to different objects, grasp the scale of counter-measures, and seek cooperations in competition.
A Re-discussion on the Relationship between the Sea Hegemony and the Continental Balance of Power

Abstract
Previous studies have plentiful fruits on the relations between sea hegemony and continental balance of power, but it is necessary to discuss it in detail. The paper further researches the structural type, operational mechanism and influence on the relationship between them. According to the different power relationship between sea powers and countries in the continent, the balance of power can be classified into two types: one results from continental countries themselves, another from continental countries and sea powers. The different power contrast and balance have different influences on sea hegemony and continental powers.
It is the realistic annotation of sea hegemony and continental balance of power promoted by the U.S. and Great Britain.

Abstract
From the perspective of sea power, it is a natural reaction for China to construct a maritime power due to the growth of ability and oversea interests. The geography of China as a coastal and continental country, as well as the historical lessons have determined the key elements of Chinese maritime power construction, which are to safeguard maritime rights, develop limited sea power, resort to a multilateral approaches basing on international cooperation to tackle challenges, and aim to be a regional defensive sea power. During the same time, the research and application of international law should be given more attention in order to avoid the security dilemma or its worsening.
The Japan Sea: A New Geostrategic Pivot for China towards Japan

Abstract
The duality of the Sino-Japanese conflict, the duality of the Sino-Japanese structural conflict and the tradition of Japans continental strategy result in the strategic rivalry and competition between the two countries. In recent years, due to the right deviation of Japanese domestic policies, this rivalry and competition tend to seriousness. In light of this, China should make its measures more strategic, comprehensive and initiative in the struggle with Japan, which means fully recognizing that China is a relative country to the Japan Sea in geostrategy and the Japan Sea in the future regional and global politics is important. In the current struggle with Japan, China should build its northeast as the frontier, change the main forefront from the East China Sea to the Japan Sea, and strengthen the military, economic and political power. According to the analysis, this paper argues this geostrategic shift focuses on the struggle with Japan in the short term and looks for the regional and global political trend in the long term.
