基于维权视角的三沙市基层政权组织建设探析

摘要 2012年三沙设市后，开创性地推动了各项建设与发展事业。然而，由于政治、经济、地理、人口等方面的复杂因素，目前在基层政权组织建设方面依然面临着诸多的挑战，尚无法满足自身的发展诉求与维权的战略要求。有鉴于此，需要在机构设置、职能强化、组织管理、支部建设、人才吸纳等方面不断进行优化与完善，全方位夯实三沙基层政权的组织根基与载体，多层次构筑政权高效运转的内外架构与机制，进而有力维护国家领土主权和海洋权益。

Abstract： The foundation of the city of Sansha in 2012 has creatively promoted the construction and development in various aspects. However, due to complicated factors such as politics, economy, geography and population, at present many challenges are still confronted in the construction of grassroots political institutions, and the requirements of selfdevelopment and the strategic demands of safeguarding maritime rights are not yet to be met. Therefore, it is necessary to optimize and perfect the establishment of institutions, the reinforcement of functions, the management of organizations, the construction of branches and the absorption of talents so as to consolidate the institutional foundation of Sansha and effectively safeguard the territorial sovereignty and maritime rights and interests.
