Abstract:The construction of a strong maritime country and the 21st Century Maritime Silk Road calls for the development of maritime public diplomacy. As a part of major-country diplomacy with Chinese characteristics in the new era, China’s maritime public diplomacy follows the concept of building the maritime community with a shared future, whose goals are to explain China’s maritime strategy, tell the stories of maritime cooperation, win more maritime friends, spread China’s traditional maritime culture, and enhance maritime soft power. China’s government departments, coastal cities, central stateowned enterprises, mainstream media, and think-tanks are generally characterized by high political reliability and coordination accessibility. Therefore, the advantages of these agents should be fully leveraged, and a “five-in-one” general layout for maritime public diplomacy should be established to well tell China’s stories in the maritime field.
