Approval authority has been delegated, propaganda campaign of FON has been weakened, militarys decision making power has been increased, and the FON operation has become more regularized and institutionalized. Meanwhile, the operation frequency as well as its combination with combat training has been strengthened, and more provocative actions are added into the operation. With the aforementioned developments, the FON's impact upon Chinas maritime security also witnesses distinctive changes in different areas. China should comprehensively employ the tools of military, diplomacy and international legislation, and make equal and precise response to US challenges of FON, pushing the situation in the South China Sea developing peacefully and steadily.
