The Belt and Road Initiative Reflects Worldwide Significance of Chinas Reform and Opening-Up Hot!

Abstract
The Belt and Road Initiative (BRI) is not just advancing alldimensional openingup, but also ushering in new type of globalization and global governance, with the final goal of building community of shared future for humankind. BRI has been revealing the most profound transition of China’s relations with the world since the Opium War: it used to be that the international community provided opportunities for the development of China, and nowadays, China makes new contributions to global development. Such a transition reflects China’s full confidence in the path, theory, system, and culture of socialism with Chinese characteristics, which makes strategic confidence that exhibits Chinese wisdom and Chinese approaches to solving the problems facing humankind, distinctively reflecting worldwide significance of Chinas Reform and OpeningUp. For better Belt and Road international cooperation, China should address skepticism of the West about BRI as well as China model in an effective and timely manner.
The Pursuit of Abe’s LongTerm Administration: In the Perspective of Electoral Politics

Abstract
In December 2012, the Liberal Democratic Party (LDP) led by Shinzo Abe won lower house general election. Japan witnessed the political change for the second time in less than four years. Since then, the LDP has experienced two upper house and two lower house elections, all of which have obtained a stable majority of seats. The focus of the academic and public opinion circles has shifted from questioning of Abe’s “shortlived cabinet” to discussion of the possibility of his “longterm administration”. The paper examines the pursuit of Abe’s longterm administration in the perspective of electoral politics. Firstly, Abe and the LDP endeavor to meet the needs of voters in setting policy issues. Policy issues that deviate from the electorate’s expectancy are evaded in the electoral process through flexible operations. Secondly, comparing images of the party’s leaders, we find that the stability of Abe role as the leader of the LDP and the high emotional preference among voters are important factors for his popularity. Finally, the broadness and stability of voters supporting Abe and the LDP make the foundation for the longterm administration.
A Reanalysis of Diplomatic Strategies and Characteristics between China and Japan: Centered on the Visits of Leaders of the Two Countries in 2013-2017

Abstract
Following the establishment of new governments of China and Japan, the leaders of the two countries attached great importance to diplomatic work. In the past five years, the leaders have paid visits across the world. The paper adopts statistical quantification method to draw a comparative study of the two leaders’ visits in the following aspects: the basic situation, characteristics, diplomatic purposes, and overlap ratio of diplomatic ties. The results show that there are distinctive differences between the leaders of the two countries in diplomatic strategy, first visiting country, purpose and priority of the visit. A high degree of overlap ratio between China and Japan in diplomatic ties reflects an explicit competitive situation, and two kinds of regions are in fierce competition, namely major powers and neighboring countries of China.
The Research on JapanAustralia Maritime Security Cooperation: Historical Evolution, Motivation and Prospect

Abstract
In recent years, JapanAustralia maritime security cooperation mechanism has been further developed: bilateral cooperation in key areas such as marine military technology and equipment, naval exercises and training, etc., has made considerable progress, becoming a model of marine security cooperation between America’s AsiaPacific allies. In addition to external factors such as affected by the reform of AsiaPacific security architecture, the strengthened JapanAustralia bilateral maritime security cooperation is also deeply connected to factors such as the development of Japan’s concept of “union of maritime nations” and the implementation of “IndoPacific” strategy of both Japan and Australia. Although both Japan and Australia intend to deepen the bilateral cooperation, Australia may take an equivocal position towards the cooperation with Japan, since Australia is facing a dilemma that the country increasingly depends on China in economy while relies heavily on the US in national security. Furthermore, thorny issues including how to repair existing flaws in JapanAustralian security cooperation and how to orient the bilateral cooperation in the future could also affect the intensity of their resource investment.
A Community with a Shared Future for Mankind in the Age of Globalization: Internal Limit and Chinese Strategy

Abstract
Under the background of highspeed globalization, countries and regions characterized by both socialism and capitalism are becoming a community with a shared future. In the viewpoint of historical materialism, the formation of this situation is essentially related to changes in the distribution pattern and development tendency of capital accumulation and poverty accumulation in the process of globalization. It is not only the realistic basis for the understanding of the great deviations from classical writers’ visions on political and economic situation of the world, but also the basic starting point for our understanding of contradictions in the construction of a community with a shared future for mankind. A comprehensive analysis of the formation mechanism and internal limit of a community with a shared future for mankind in the era of globalization will help us to draw the conclusion that we must further enhance our ability and level of openingup, build a platform for telling China’s stories well, promote the reform of global governance system, enhance the supply capacity of global public goods, and consolidate our own strategic defense force in order to better implement the great vision of building a community with a shared future for mankind.
The Rise of Regional Monetary Blocs and Its Geopolitical Implications

Abstract
The rise of regional monetary blocs has become a significant geopolitical economic phenomenon. The formation and development of the regional monetary blocs are not only the result of competitions among currencies in the context of globalization, but also influenced by geopolitical and economic motivation. Influences of regional monetary blocs on geopolitics are reflected in three aspects: The first is related to currency competitions and currency issuers, the second is related to the stability of regional monetary system, and the third is related to regional political identity. With regard to existing regional monetary blocs: at the international level, the expansion of American dollar strengthened geopolitical influence of the United States around the world; at the regional level, in the Euro, Central and West Africa Franc, Eastern Caribbean and East Asia, regional monetary cooperation promoted the integration of geopolitics, increasing regional stability. At either the international or the regional level, the formation of regional monetary blocs is reshaping the structure of global geopolitics.
Research on the Formation and Maintenance of National Security Interests of China in the Antarctic

Abstract
In the context of increasingly globalized Antarctic governance, countries that are actively involved in the Antarctic affairs attach great importance to their national interests. As a member of the Antarctic Treaty Consultative Parties, our national security and development interests endowed in Antarctic are continually formed based on active participation in the Antarctic affairs. China’s governance status and relevant governance advocacy in the Antarctic, the simultaneous growth of national capacity and responsibility, and the dual needs of national security and development constitute main reasons for the formation and maintenance of national security interests of China in the Antarctic. With the indepth development of participation stage of Antarctic affairs, China has gradually formed an operable national security interest system, developed from the patterns characterized by potential, pertinent, interrelated and cooperative, which become an important part of China’s overall national security interests. We must adhere to the implementation of the holistic approach to national security in the ongoing participation in Antarctic governance, pay attention to external learning and international cooperation, and further strengthen support of technology, equipment, personnel, legislation, institutional mechanisms and so on involved in the Antarctic affairs, to maximize the maintenance and promotion of China’s national security interests in the Antarctic.
Analysis of US Freedom of Navigation Operation in South China Sea under the Trump Administration

Abstract
Since American president Trump took office, US freedom of navigation (FON) operation in the South China Sea has exhibited new changes. Approval authority has been delegated, propaganda campaign of FON has been weakened, militarys decision making power has been increased, and the FON operation has become more regularized and institutionalized. Meanwhile, the operation frequency as well as its combination with combat training has  been strengthened, and more provocative actions are added into the operation. With the aforementioned developments, the FON's impact upon Chinas maritime security also witnesses distinctive changes in different areas. China should comprehensively employ the tools of military, diplomacy and international legislation, and make equal and precise response to US challenges of FON, pushing the situation in the South China Sea developing peacefully and steadily.
