Abstract：International shipping makes an important part of international relations, and maritime strength, structural power and institutional arrangement are three dimensions to explore the organic interaction between ocean shipping and international relations. Upon entering the postwar period, with structural power advantages and powerful maritime strength, the US established the dominant position in the field of international shipping. Specifically, convenient flag mode is the implemental path, container revolution is the technical support, and the establishment of the Intergovernmental Maritime Consultative Organization is the institutional framework. With the development of global trade and the framework evolution of economic globalization, international shipping has played a more prominent role in the international political and economic relations. Therefore, analyzing the dominant position of America in international shipping and its development will undoubtedly contribute to understanding the evolution of the international shipping order and the generation of shipping power.
